The court-security staff contract that was unresolved since 2008 finally settled, so the county has to pay $1.8 million in retroactive wages, the Daily Herald reports.
Remember the court-security staff strike that almost happened but was resolved at the 11th hour? Well, it's time to pay for the resulting pay increases—and for pensions, and for socking away some money for future infrastructure projects. The Kane County Board officials decided Wednesday what they'd do with about $7.8 million in surplus revenue, according to reports in the Daily Herald and Kane County Chronicle. About $1.8 million of that eventually will go to the security staff union employees who had been working without a contract revision since November 2008. Board unanimously adopts tax levy of a 4.98 percent increase.
The Oswego 308 Board of Education voted unanimously to adopt the 2012 tax levy with a 4.98 percent increase, or the amount of $93,275,900 on Monday night. In coming to this decision, Assistant Superintendent Paul O’Malley reiterated to the public and board that the Oswego school district had started the budget process earlier with a $7.4 million deficit that they were able to over several months cut down to $2.6 million. He also noted that the school district’s General State Aid was reduced by $4.1 million, which had it been available would have resulted in a much different outcome. Oswego Board of Education members voted 5-0 Monday night to approve the 2012-2013 Oswego District 308 budget containing a $2.6 million deficit. Prior to Monday night’s meeting, the budget deficit had been reported at $3.8 million, said Paul O’Malley, assistant superintendent of business. Most of the deficit is in the budget’s education fund. O’Malley wanted all present to be aware that the State’s reduction in funding of GSA had reduced District 308’s revenue by $4.1 million, which caused a negative impact on the budget resulting in a deficit of $ 2,634,724. “If we had that $4.1 million we would be having a different conversation tonight,” he said. On Tuesday, trustees debated the $20.6 million spending plan, and they're expected to vote on it next Monday.
Next week, Montgomery trustees are expected to vote on the Fiscal Year 2013 budget, a spending plan that estimates that the village will take in about $3 million less than in FY 2012. Trustees got their first full look at the 136-page budget document last week, and at Tuesday night’s Committee of the Whole meeting, Acting Village Administrator Jeff Zoephel took them on a tour of it. The budget estimates that Montgomery will take in $20.8 million in revenue over the next 12 months, a drop of 12.7 percent from FY 2012. Expenses are expected to drop 11.6 percent in FY 2013 as well, down to $20.6 million. Montgomery trustees got their first look at plans for the Fiscal Year 2013 budget on Wednesday, including which projects and requests didn’t make the cut. The new fiscal year begins on May 1, and trustees are scheduled to vote on the final document on April 9. The proposed budget would see the village essentially break even at the end of the fiscal year, according to Finance Director Jeff Zoephel—the $20.3 million in expenses draws from a projected $20.6 million in revenues. It may be hard to believe, but it’s budget time again in the village of Montgomery. Fiscal Year 2012 ends on April 30, and the Village Board needs to approve a new spending plan to take effect before May 1 of next year. That means Finance Director Jeff Zoephel is already working on the 2013 budget, and last week, he asked trustees to provide him with some direction. Last month, Zoephel asked board members to send him ideas for the upcoming budget, priorities they would like to see implemented. Officials said deficit reduction measures helped balance the 2012 fiscal year budget.
Oswego Community Unit School District 308 officials said past deficit reduction measures have helped bring forward a balanced 2012 fiscal year tentative budget. A proposed $172.6 million operating budget was submitted to the school board Monday. The district expects to take in $189,000 more than it spends on operating expenses. “We did some painful deficit reductions about a year and a half ago and we’re still carrying a majority of those through and that’s what’s keeping us in line,” said Tim Neubauer, assistant superintendent for business and finance. Last Friday, members of Congress narrowly avoided a government shutdown, agreeing to a budget resolution hours before a midnight deadline. It was the culmination of months of battles over spending cuts, sparked by legislators’ failure to pass a 2011 budget before the end of last year’s session. Rep. The village of Montgomery has a budget for fiscal year 2012. With a vote of 4-2, village trustees approved the proposed $23.3 million spending plan Monday night. They also voted 4-2 to approve a salary plan for village employees, one that includes a one-percent pay increase and the possibility of three-percent merit increases for those not covered by either the police or public works union.
