Ring-Ring-Ka-Ching = TAXPAYER APPROVED

The annual cost to taxpayers for having four cell phones for Kendall County Coroner Ken Toftoy and his employees was $5,144.32 for FY2011 and presently is $3,063.41 for FY2012 thru date 8-13-2012 for three phones. This is just one area where spending cuts are needed. On 8-28-2012, this line item was finally reduced and cut by 50%; the other area where a cut was discussed in the budget video presentation was a $3,000 reduction in training expenses, which I believe has long been abused and is long overdue.

For those interested in the facts, review the following data and websites and you decide if you like how your tax dollars are being spent:

The Jan. 2011 and Jan. 2012 cell phone bills for the office of Kendall County Coroner were randomly selected for review and were requested in a FOIA on July 20, 2012, before the Kendall County Coroner’s Aug. 28, 2012 Budget Hearing. The Kendall County Coroner’s office went to two phones sometime in May 2012. (Cell phone discussion was from 2:49 minute mark thru 3:50 minute mark of total 29:02 minute long video record = http://www.youtube.com/watch?v=hXWTw54tWYo&feature=vmdshb) The specific assignment of cell phones to Coroner’s staff/personnel for these two new phones is presently unknown. From the video record presented above it would appear Coroner Toftoy still has one of these two full-time coroner’s office cell phones assigned to him.

The Kendall County Coroner’s monthly activity ”death report” for each itemized cell phone billing period is also included with each phone bill reviewed and is at the very beginning of each pdf file provided below.

The Kendall County Coroner’s monthly activity report with the death case number assigned is always presented at the Kendall County Board Public Safety Committee meeting, which is held on the fourth Monday of every month. These Kendall County Coroner monthly reports were obtained from the online Kendall County Board meeting packet website. A copy of each monthly Coroner’s Report for the cell phone billing period 1-28-2011 to 2-27-2011 and cell phone billing period 1-28-2012 to 2-27-2012 are hyperlinked and provided below. Both of these itemized and detailed phone bill records were obtained by a FOIA request. Note that these detailed and itemized cell phone call records are held exclusively at the Kendall County Coroner’s office, are never presented with the itemized detail to the Kendall County Board Finance Committee for their review, and claim approval. Please also note that I have transferred and written in all the times of the recorded “unnatural” deaths found on the monthly Coroner’s Reports, reviewed them, and then transposed those “unnatural" times of deaths on to the itemized phone bill records for these two billing periods.

The purpose of this transfer exercise was to see if there was any relationship between when the calls were received for ”unnatural” death investigations and how they corresponded with any cell phone activity for Coroner Toftoy and/or any of his employees. One thing that became apparent from this transfer exercise was the number of personal phone numbers that were redacted and claimed under the FOIA -71(b) exemption; please review both cell phone bills provided below for the number of “personal” phone numbers that were redacted and blacked out. Please remember, this a government phone that is taxpayer funded and is suppose to be used exclusively for official government reasons that are needed to perform the duties of the Office of the Kendall County Coroner.

http://yorkvilleinsider.org/Purcell/kccpb012812-022712.pdf  = 1-28-2012 to 2-27-2012 Coroner’s Cell Bill, 38 pages total, 12.9MB

(Redaction of personal phone numbers starts of page 11 of 31)

One other interesting fact, Independent Kendall County Coroner candidate Mike Dabney started collecting signatures for his Independent Coroner Candidate nominating petition in April 2012. I find it a curious coincidence that Mr. Toftoy suddenly decided in May of 2012 that his office only then needed two cell phones and one other for back up as stated during the Kendall County Coroner 8-28-2012 Budget Hearing video. I have enclosed the Kendall County Treasurer’s General Ledger Report section (Found immediately after the monthly Coroner’s Report) for both Fiscal Years 2011 and 2012 for the Coroner’s “Cellular Phone” line item section where you can see the entry for each phone bill that was reviewed. Each cell phone bill reviewed has been underlined in their respective general ledger page. This section has been provided so one may also see the annual cost for this particular line item in the Coroner’s Budget. Please look for line item # 01020176207, titled “Cellular Phone” which I circled for both bills researched. The annual cost to taxpayers for having four cell phones for Mr. Toftoy and his employees is listed at the bottom of this line item of this section. Below are some more links on Kendall Coroner’s Office Expenses we taxpayers already have paid for.

It makes you wonder if anyone in Kendall County Government is actually watching how our tax dollars are spent and it begs the question, if this is small potatoes, what is happening with the big potatoes? Maybe the need for a county auditor should be reconsidered; I know I could sure use the help.

Todd, you like to point out how many comments your spam articles have accumulated, yet fail to mention that more than half of the comments are proving that you have no idea what you are talking about. Your 'accusations' are contradicted by Illinois State law, and it was proven with supporting documentation.

Everything is some strange conspiracy to you, and you offer no proof to substantiate it. Cell phone records with personal numbers blacked out are not proof of anything other than your obsession with digging up meaningless dirt on your opponents.

No rational person expects 100% of phone calls from a 'company phone' to be job related. It does not work this way in the business world, and it does not work this way in government. I see you didn't bother to pull the same records for Mike Dabney from Oswego FD for some reason. Why is that Todd?

Or, would you like to release your own office phone records from your 'insurance company' that you wrote off as an expense on your tax returns to prove that you never made or received a personal call at that number?

Didn't think so.

More meaningless blather from Todd Milliron. The best part, is that tax-payer funded audit against your political opponents that you initiated, will have its results released right around the election. Todd, I honestly don't think you know how much of a trap you have walked yourself into.

Todd is right 100%. Tim's excuse is reasonable, but sad in my opinion. In hard economic times like these financial responsibility is not only necessary, but a moral obligation to the community. IF THERE IS DIRT TO BE DUG UP I SAY DIG, TODD, DIG. Those who are our public officials ought to be ashamed when caught, but there lies the rub: they are not! They are not ashamed and often fail to correct their evil and corrupt ways, in my opinion. The attacks on Todd are uncalled for and one can see the political motivation in same. Those who attack Todd Milliron attack our community and our American way of life. As a tax payer with no political ambitions I expect my government officials to take affirmative steps to ensure financially tight spending. Is that too much to ask? I think not! Thank you Todd Milliron! I look forward to the day that you sit on the Kendall County Board. The previous statement is a glaring example of the hubris and arrogance so many of our public officials have. I take umbrage at such comments and hope someday morality becomes an essential part of our political mind set in Republican Kendall County.

Todd doesn't even know the details of the laws he is arguing. The accusations he makes have no supporting evidence whatsoever, and in fact are often proven to be an incorrect or flat out deceptive interpretation of the rules. Seriously, read the comments in his past posts. There are plenty of REAL links in the comments to state govt websites,. and sites other than the ones Todd owns, that shatter the delusions he is trying to present.

Are you aware that phone bills use your contact information out of your phone book and print that on the bill? In what way at all is sticking to the legal requirements of a FOIA request, somehow 'evil and corrupt'? Todd then arrives at the conclusion these are 'personal calls'. How exactly is that determined? I mean it, how EXACTLY is that determined?

Nowhere in Todds latest diatribe does he PROVE anything, other than his constant tendency to see things that aren't there. And to then ignore the proof that he is not only wrong, but embarrassingly wrong.

If you can't tell that Todd is making up stories that are not supported by the 'evidence' he provides, you are no more able to think rationally than Todd. Here's a hint, when the only supporting evidence Todd can provide, are links to websites that his neighbor on Cotswold dr owns, it means there is not one single piece of evidence to support his claims. It borders on fraud.

Tim,
Are you saying that nobody expects the county provided cell phone is for business only? What about Internet use? Should government employees feel free to send private emails from a government computer? The answer is no to both. If Mr. Toftoy wants to make personal calls, or use a cellphone to get on the web, he needs to buy a phone, personally. That goes for the others. I can tell you that if Mr. Toftoy, and his ilk made those kind of personal calls working for a multitude of businesses in this country, he'd be written up, and then fired, along with the others, if they kept this up. Look at all those calls to Phoenix, Arizona. Who lives in Phoenix? Do you know? Does Mr. Toftoy have a home, or a relative living there (or both)? Is he going to take his additional retirement money from us taxpayers (if he is re-elected to what he says is his last term), and retire to Phoenix? It's his right to, but it's the right of the voters to weigh their options, too. Don't you think that the Coroner can find a cheaper cell phone plan than $89 a month(phone, data, etc.)? Of course he could. However, he wants an expensive phone, and service. Why? Because he can. Just like the filet mognon. Why does he charge the taxpayers? Because he can. This Cadillac phone service that we are paying for is a classic example of government gone mad. If you can't economize on the little things, what are you going to do about the big things?

Nothing in these documents PROVES that it was not business related. All it 'proves' is that these were personal identifiable phone numbers making calls to the county coroner. The majority of which are incoming, which of course Todd fails to mention because it shatters his deck-of-cards 'conspiracy'. Todd, with his ever present paranoid delusions, always assumes the worst(especially when it is his specific political opponent),

There is no proof presented here to sustain the accusations that Todd is making, as usual. Given Todds track record to massively misunderstand things, and jump to the wrong conclusions, I see no reason whatsoever to put any credence into his latest political delusions.

What Todd also fails to explain, is that these numbers are blacked out, not because they are 'personal calls', as he claims, but because of the way ATT handles its billing. Any personal contact information in the cellphone phone book, will then be shown on the bill under that exact name. Personally identifying information of a non-government employee(of which the coroner deals with many in the course of his duties) is not accessible under a FOIA act, and for how many he has submitted I find it odd that Todd isn't aware of this. Of course, its just one more thing he doesn't understand, and then creates a fictional story around.

Still waiting for Todds FOIA on Mike Dabney for his duties as a member of the Oswego FD.

For someone who claims to 'care about the taxpayers', he certainly seems to single out certain people, while completely ignoring others. It just so happens, that the ones he singles out are his political opponents, and the ones he ignores are his allies.

Don't worry! I have all of those FOIA's in my hands.... This article is another huge joke.. What does he(Todd) expect these people to do? Get the calls by land phones?? And how are they to be notified if someone passes?? By smoke signals? Give me a break. This guy is so despite to bury anyone he has a grudge with, he'll even deny the truth about his own candidate he supports financially and runs the guys campaign. Again Todd identify yourself, in the article, as a person that is biased against the guy who is in the office now. Right Campaign Director Todd for the Committee to elect Michael Dabney. Click 'Case Number'
Type '2010CH001118'

There you go Stephen, the foreclosure details as you requested. And you will notice this is an actual authoritative source, not just some site I run by myself and try to pawn off as authoritative as Todd continues to do. You can even click on the 'show judgements' to get a detailed list of financial court judgments against Mr Dabney.

Todd and Mr. Dabney wanted to make this a personal issue from the beginning, not one time focusing on the actual technical requirements and duties of the job.

So, Todd, if you want to judge candidates based on the things that YOU claim are important, how do you support a candidate that doesn't even live up to the standards you are attacking the current office holder with using made up stories that turn out to be baseless?

I see a lot of calls coming from/going to LaGrange. Turns out there are a lot of pathologists in LaGrange that perform autopsy services and other related tests. Does Todd have any proof that these calls are not going to a pathologist in the course of regular duties?

Of course not. It's much more his style to make up a negative story about a public official, who he just so happens to be supporting the opponent of in the next election.

It would be awfully embarrassing for Todd if there was some reason Kendall County had to be in contact with LaGrange, which is in Cook county, on a regular basis...
http://blog.cookcountyil.gov/secretarytotheboard/wp-content/uploads/2012/01/091012agenda.pdf (pg 81)
"The approval of the HIDTA Grant allowed for a shared fiduciary with Kendall County. "

oops... that takes care of about 80% of the 'redacted' calls. Another swing and a miss for Todd.

Tim & Jake,
Please exercise your Right to do a FOIA request. Please remember you will have to put your request in writing, use your real & full name with your address. Be prepared to provide a photo ID & prove who you are.

Please come & join me in the sunlight, you are invited & welcome to participate outside the shadows of cloaking ambiguity, where you shall take true ownership for your rhetoric or written words as I do.

You are welcome to your own conclusions regarding this blog. I stated the obvious, which was the number of redacted “personal” numbers claimed under Section 7(1) (b) that were redacted by the Kendall County Coroner’s Office. You can choose to spin it anyway; you want & speculate all you want. I did not say the Kendall County Coroner was hiding anything in this blog. I do think texting a family member of a loved one who has passed on may not be the most sensitive and human approach, but that is my opinion.

From experience, what is usually reacted is the same number, repeatedly. If it were a paid pathologist in La Grange as Tim has speculated, this pathologist would have received a fee for service. His/her office number during regular office hours would be fair game because there would have been government business conducted for compensation for a needed government service. It is no longer personal once government money changes hands. Mr. Toftoy does have family in Newark, but there too could also be a pathologist in Newark I don't know about.

Todd, the foreclosure and judgements against Mr Dabney are already posted here. The source is provided, and is authoritative. It is not some guys hobby website.

There is no 'speculation' involved, it is a legal court judgement. This is against the candidate that you claim is the 'fiscally responsible' alternative to the existing office holder.

You either made a huge mistake in ignoring this fact, or you deliberately ignored it because it shows your supported candidate is not responsible. There is no appeal, there is no ambiguity or confusion, it is an actual fact.

The whole point of what most people have been posting and criticizing you for, is that you are NOT interested in the taxpayers, you are only interested in your own political games. It is clear now that you are wasting taxpayer resources in a sad attempt to dig up any information possible to smear the name of your candidate, while ignoring the already established and documented issues with those you support.

So it looks like you have some exaplining of your own to do, Todd. Either you gave Mr Dabney a free pass and didn't even attempt a single FOIA for his government position, or you did and you are leaving out the facts that directly contradict what you are claiming. Neither of these two possibilities makes anyone think you are on the side of 'sunshine'.

Maybe next time, you will decide it is better to talk about the actual technical responsibilities and duties of the job.

Hi Ron,
Todd isn't swinging at his opponent. Todd is not running for Coroner. Dabney hasn't taken any swings at Toftoy, personally. He has only stated that there is no need for the Coroner's Office to have credit cards. I suppose you could say that the raffle was a possible take on Toftoy's statements in the papers, about eating filet mignon, on the county credit card. However, it was done in fun. So much so that Mr. Toftoy bought a ticket, and half the proceeds went to a good cause (CASA). I don't see where Todd has invoked the name of Mike Dabney, as an endorsement theme, either.

Man, I cannot believe it took me this long to figure it out..., Stephen Youhanaie works for the Dabney Campaign as one of their lackeys.

I met Toftoy once and I liked the guy because he was professional and compassionate to the family I knew that had to deal with a death.
Why do I have a vested interest in this contest? Simple. Who can stand a man, that lives in the county, looking to make other people's lives hell while they are trying to provide a service to the public in an honest fashion? That is Todd Milliron. He provides great narratives to FOIAed information that he does not even know the functions and details to the departments of the county. He has lost so many different elections that he carries his grudges to whatever election he can take it to and uses a great skill that he has, focusing and distorting with zeal unlike any person I have seen before.

Unfortunately he was not able to get his court case, that he requested jurors, for a seat belt violation. How much did that cost the county to prosecute Todd? and was that unnecessary for Todd to carry on in this fashion when he knew he was guilty?

Yes it is his right to a jury trial and such forth, but coming from a guy that touts fiscal responsibility.... Hypocritical.

Thanks Todd (Campaign Manager for Michael Dabney) for costing the County thousands of dollars for your FOIAs.

Remember anyone addressing Todd please use his official title, Campaign Manager for Michael Dabney

You are aware that Mike Dabney is not even running as a republican, right?

Jake already contacted me at the email address I left above. In the meantime, how is Mike Dabney having a court judgement just over 12 months ago for a foreclosed home, 'fiscally responsible'? The link is right here, there is no 'waiting' involved to see it. The Kendall County Recorder has it on file. Are you going to ignore it, and pretend it doesn't exist?

Since Todd loves to speculate so much, heres one;
Mike Dabney was quoted as saying he would 'get rid of' credit cards for the office. In light of the recently discovered court judgements against him, It seems likely that he is legally unable to have his name on one as a result of those judgements against him. This is something he should have disclosed on his own, instead of having it come out later and appear that it was something he was hiding.

Right now, Mike Dabney looks like he has been misrepresenting his 'fiscal responsibility' claims, and Todd looks like he has abused a taxpayer services for the sole purpose of political grudges. The fact that he hasn't filed one single FOIA request for the other candidate, shows he is not really interested in the truth.

Just a question Todd... why are all the charges for your 'redacted numbers' shown as having a cost of $0.00? How is it 'looking out for the taxpayers' when you are harping on something that literally didn't cost them a single cent? The only thing transparent here, is you Todd.

Stephen Youhanaie

2:39 pm on Monday, September 17, 2012

Hi Tim,
I think that Dabney said that the Coroner's office could be operated with no credit cards, thus there would be no risk of abusing them. The Record newspapers published the questionable expenses posted on the credit cards. Why not go after them, too. Now, if there is a case where these credit cards were the only way to pay for anything that the Coroner's Office needs, please enlighten the readers. Otherwise, all you are doing is shooting the messengers, and not the message: Credit cards are unnessary for the conduct of any purchases made by the Coroner's Office. They may be more convenient, but not necessary, period.

Yes, the coroners office could setup accounts at 1.5%per with every single place they do business with, usually requiring a deposit to cover the average bill.

Or, they could use the cards like they were intended. To quickly buy things during the course of the performance of job related activities.

Now, you may think 'eating' is somehow questionable, or not related to work, but most rational people do not. Also, a steak dinner is not 'extravagant' as is often claimed in these threads. Todd has cost the taxpayers more billable man-hours in filing these FOIA claims, than he has uncovered in waste. The latest of which, is a release of phone records with personal NAMES blocked out. Todd has no idea who these people are, what their functions are, or why they were even blocked out.

Yet, from this pile of unknowns, he somehow came up with a story that the taxpayers are being billed for personal phone calls. Never mind that not a single one of the redacted calls has a billable value to it other than $0.00. Never mind that Todd has no proof whatsoever that these actually were personal phone calls. Never mind that all these calls were during regular office hours. To Todd, none of this matters, because he has a fictional story to tell.

Truth is not important to Todd, and neither is 'sunshine'. What is important to Todd, is attacking his political opponents using what is by now well known to be nothing but a story of his own creation, bereft of any actual evidence.

Hi Tim,
Maybe there was a day that the 1.5% with deposit accounts was true, but that is not the way things work today. There are plenty of businesses, like John Purcell's (our County Board Chairman) Ace Hardware store, who need the business, badly. The Kendall County Coroner's Office has an account there. No deposit, and no interest, if paid in a reasonable time. Just like a credit card. Heck, they are so informal there, that they allow Jacque Purcell (Deputy Coroner, John's wife) to sign for the goods. What a deal!

Now as for the phones. No personal use, whatsoever, period! Computers, no personal use, period. Incoming, or outgoing, it doesn't matter, period. What's the matter? Can't the Coroner, and his employees afford a phone for themselves? They got personal cell phones plans for $10 a month. In today's America, when the taxpayer pays so darn much for all governments, governmental personnel need to start looking how to do things, cheaply, efficiently, and when they are at work, unless it's a life or death emergency, they do not conduct any personall business while on duty, period.

Youhanaie must live in a bubble if he thinks that just because the deputies can afford their own phones that somehow the county gets a free ride on their phones and messaging plans. That's why people ignore such lunacy. No one can predict death, so people for the county need to be available on a 24/7 basis. That involves some sacrifice on the behalf on the taxpayers for a service that inconveniences those who are trained(unlike Dabney) to handle situations no one cares too. Now I have never had to experience being waken up in the middle of the night to go out and attend a death or while in the middle of a family night event that person has to leave to take care of county business. So how does this argument of cell phone plans make sense? It doesn't, just another grudge from Todd.

Actually Jake,

I worked for the federal govenment, many years ago. I had a computer in front of me, a land line, and my own cell phone. The computer, and landline was for paying the troops only. My cell phone was for personal calls. I did not respond to the calls unless I was on lunch, or break during duty hours. Have I used the computer, and or the company phone, in other businesses. Yes, but when the owner said it was OK.

I wish I could get one of those nice federal jobs, yet I'm out here employing people and paying large tax bills. It's great to live in America!

And you just proved a great point, you had to ask your boss to make a call. Who does the Coroner have to ask permission from to make a personal call? Any suggestions since you were such a professional at bureaucracy and red tape in the feds?

So, how exactly is $0.00 'wasteful spending'?

That is the number of dollars attached to every single phone call Todd is bringing up. Or did you not bother to look at it? There is still zero evidence that any one of these is a personal call. That is just Todds 'speculation', as he likes to call it.

The only waste are the resources Todd is abusing, to gain nothing of any importance for the taxpayers. He is using the FOIA services as his own mudslinging apparatus, yet turning up absolutely nothing. Then, he creates a story based on his 'gut feeling', not evidence. The only 'evidence', is Todds claim. That's it.

If it's saving the county $1000+, it's fiscal irresponsibility and someone ripped off the county because it was declared something else on paper.

No win situation with someone that cannot be satisfied or to quench their hatred of one guy.

There is no argument to insanity because all insanity is, is doing the same thing over and over and expecting a different outcome. That's what you get when you have Todd Milliron operating your campaign. Exceptions of winning and yet losing horribly. Insanity.

If you had listened to the posted video by a couple of individuals that claim fiscal responsibility, then you would have heard to why the office has to do this. Was not a choice thing but a law issue of equipment. There is also a stipend to the cell phones for the deputies too. So the county still pays for cell phones in a round about why. Does that help Travis?? Does that change your mind? I doubt it.

I have never added anything to this huge amount of accusations and questionable deductions. It seems to me that an office that is required to immediately respond to death 24 hours a day definitely NEEDS a dependable cell phone (on the deputy's person) that actually WORKS in the boonies and elsewhere. AND that due to the fact that one cannot predict how many people are going to die and what circumstances will result that require phone service the office needs to have reliable / reputable phone service with a plan that allows enough minutes that the deputies do not have to worry about having enough minutes on the phone to request assistance, ask questions, contact other law enforcement personnel etc as needed. Do not put constraints on the office that will effect the investigation of my loved ones. You are nit picking and I as a taxpayer am sick of it. I am more than willing to accept a few phone calls of a personal nature as part of the phone plan as long as they are doing their jobs intelligentally, professionally and with compassion. It is after all a 24 hour office that is expected to respond to a death no matter the time or what they are doing with family or friends.

Don't give such facts to Youhanaie, Travis or Todd on the necessity of reliable plans. They'll just go on another tangent about something else and lose focus. Last time I remember, that was diagnosed as ADD. Normal sane people understand the needs to an office that handles delicate work. Others just criticize over irrelevant things such as (Cell phone plans, how dedicated personnel save the county money yet they are being called thieves or dinners that someone eats) because they have very little purpose in life, just hate.
Vetting these people has now become a sport for me, it's enjoyable to tell truth and let the other guys squirm in their words and take it personal. That's how you know what they do is out of hatred.

My money is that the FOIA requestor(s) has a direct tie to the Coroner's Office. Maybe, one, or more of the deputy coroners are involed in a conspiracy to dig up dirt on Mr. Dabney. What's worse is that all they are trying to do is go after Todd, by going after Dabney. That, or the people that know Ken Toftoy the best, don't think much of Ken. If they did, they wouldn't have to throw dirt on Dabney around. Why would the 20 year incumbent Republican Coroner, in a Republican county need that kind of help? The FOIA requestor(s) seem to think that Ken has done such a poor job, that the only way for Ken to win is to bring Dabney down. I have filed my FOIA to see who they are. 2 other deputy coroners... Maybe they got sick of Todd's hypocrisy while he put those people in the light for no good reason. Remember Campaign Manager and Financier Todd Milliron set the pace in this challenge, yet he will not even be able to finish. Remember, it's seems Todd had the issues to hide, not the coroner or the deputies.
The Coroner and his deputies don't have:
Foreclosures,
Disciplinary actions that included suspension time due to the lose of a life,
Remedial training for issues that are related to failure to perform duties,
Failing to report to his shift while vacationing because he could not manage his time, AND
A guy trying to make life hellish for the service that they do honestly

Dabney has all of these benefits going for him! Why would you not want to elect a liability to an office that can get the county sued?

Does he think by reducing the office in staff he is still going to be vacationing or will he abandon his job just like the last time he decided to go on vacation?

The voters can decide this issue.

And please at least address these issues about a guy who wants a job that pays him less?
So far, no one that supports this guy has addressed any issue of their guy.

Mr. Toftoy's insensitivity knows no boundaries. First, when questioned about his "training expenses/office supplies" he braggs to the reporter, Matt Schury, of how the filet mignons that he ate at Ralph's place on Friday nights was a legitimate county paid expense. Now, he is having a fundraiser, on a Friday night, at Ralph's Place, and they are serving steak. Oh the humanity! Who is advising this guy?

The steak ladened Toftoy fundraiser is on a Sunday. My apologies to the readers. It is said that criminals like to go to the scene of their crime. Forget that thought. Mr. Toftoy had at least one publicized "trainig session" at Ralph',s where he dined on filet mignon, escargot, and alcoholic drinks. The taxpayers of Kendall County paid for some of this party..er..ah..training session. A couple questions come to mind. Will someone be there to photograph the royalty of Kendall County? Will Mr. Toftoy charge any of his expenses at Ralph's, as he has done in the past? Will the participants get the hiccups after eating former Judge James Wilson's World Famous Chili? Finally, will the attendees get the same cut of steak that Mr. Toftoy charged the taxpayers of Kendall County, at his last training session?

It's not 1970 anymore Stephen, filet Mignon is not an expensive piece of meat. I can go to the store right now, and buy 1lb for between $12-$14. That's 2 8oz steak dinners at home, for $6-$7 each. In a restaurant, that's about $25 for a dinner.

Join us in the 21st century and enjoy modern food distribution networks, instead of using outdated experiences from your distant past as if they are still valid today. The price of it has dropped quite a bit over the years. There's nothing 'special' about it anymore.

The best thing about your comments, is that you have not once addressed the actual duties of the position.

You have addressed what people eat, and who they call at a cost of $0.00 to the taxpayer though.

Kendall County has one of the highest education rates of any county in the area. Educated people actually care about the person who can perform the duties of the job as required, and not what he eats for dinner.

Instead of trying to convince others that food choice is somehow what is important in the ability to perform the duties of Coroner, you should spend some time reflecting on why you think it important.

Tim,
Let me put it as plainly as I have to. First, when you are an elected Republican Official, and Chairman of the local Republican Party, you must be beyond reproach, at all times. Why? Because it gives the Democrats a direction to point. I've read it at least once here, that Kendall County is our version of Cook County. Second, I've received enough information to know that Mr. Toftoy does not have enough activity to merit a full time employee in the office. This means one of two things. He either doesn't know how to make the most of his resources, or he doesn't want to make use of them, in an efficient manner. Either way, it's not acceptable. It's not the filet mignon, it's what the filet mignon represents. A governmental attitude towards the taxpayer that once you are in the system, there is no risk of getting kicked out, no matter how you perform your tasks.

Stephen,
As has also been said elsewhere. I usually vote Democrat, but that has more to do with the positions of those running, than the political party they belong to. In this case, I can support Ken Toftoy. Not because he belongs to a specific party, but because he has demonstrated an ability to take the job seriously, and provide a level of professionalism that is required. He has demonstrated in the videos posted here that he knows which services can be farmed out to contractors, and which services are best performed in house. Not everything is cheaper when it is farmed out, and I can see that Toftoy has the needed experience and understanding to make these decisions.

Mike Dabney's position is that he wants to 'get rid of credit cards'. Not because it is a good idea, but because the court judgements issued against him in May of this year more than likely stipulate that he can not hold a credit card in his name. HE is off holding a 'fundraiser' where other elected officials, who just so happen to have grudges against Ken Toftoy, 'win' the prizes. However, he has not addressed any of the technical issues related to the performance of the job. Not one single thing.

Ken Toftoy is 'challenging' the voters, because that's the entire point of elections. There is no 'reading between the lines', there is no conspiracy. This is real life, and it requires the ability to make real life decisions, not mock the dinner choices of existing office holders.

The difference is that Dabney's prize was filet mignon dinners so that the winner could eat like Ken Toftoy, a countywide elected official. Toftoy is have a fundraiser at Ralph's where the taxpayers were charged for food by Ken Toftoy. The main course is steak. Pick up an Oswego Ldger Sentinel, Countywide Section. It's like he's going back to the scene of the crime while holding the weapon in his hand. I'm sure he knows not to break out that credit card by now; at least I'm hopeful.

Stephen Youhanaie

9:44 am on Friday, September 21, 2012

Tim,
To follow up, why do you think that Toftoy, bragged about how he eats filet mignon, and will continue on with charging the taxpyers for them? Why do you think that he challenged the voters with the comment, "If the people don't like the way I conduct my office, find someone to run against me." You continually try to make it about Dabney's foreclosure, or can't read betwwen the lines of what the filet mignon issue means, but that is so far removed from what is important. Will Mr. Toftoy win? The odds are in his favor. Does that Mr. Toftoy deserves a pass? Absolutely not. He asked to be challenged. Furthermore, he is now laughing at the taxpayers by having a steak dinner fundraiser, at a place where he claimed that he was holding a taxpayer paid "training session", with alcohlic drinks (no charge to the taxpayers for the booze)

I was thinking about this fundraiser and how Toftoy seems to want to thumb his nose at the electorate over the whole filet mignon affair. Here are some campaign slogans that Toftoy can use to further this cause:

Let Me Eat Steak!
In Kendall County, Coroners should be able to have their steak and eat it too!
Beef. It's what's for dinner!
FOUR MORE BEERS! FOUR MORE BEERS!
A chicken in every pot and a (taxpayer financed) filet mignon in every county official's stomach!
Make No MISTEAK. I deserve that raise - beef prices are up!
Do you want ESCARGOT with that?

Ken Toftoy is not having a 'steak dinner fundraiser'... MIKE DABNEY IS!
http://yorkville.patch.com/announcements/dabney-selects-filet-mignon-dinners-raffle-winner
"Kendall County Board member Anne Vickery of Minooka is the holder of the winning ticket in the “Dine like a Kendall County Elected Official” raffle following a drawing held Sept. 7 in the gazebo at Yorkville’s Town Square Park by Citizens to Elect Mike Dabney Kendall County Coroner."

Notice who won. Anne Vickery.
Yes, Ann Vickery, a current Kendall County elected official, won a drawing to 'eat like a Kendall County elected official' in a contest run by who? "Citizens to Elect Mike Dabney Kendall County Coroner"

There is not one single educated person who would vote for a campaign that is behaving so unprofessionally. In what way does this have anything to do with the duties of the position?

Jake settle down, I make my post based on info which is FOIA based. I am not a part of any group. I have watched and seen many problems with kendall county. Member of the sheriffs office using county credit card to purchase fuel and beer for his boat, Board memeber under investigation for charging per diem for meetings that are out of his job description. Now the coroner with misapropration of funds. I think my self and other taxpayers are tired of the mismanagement of taxpayers money for personal gain. And the we didn't know we were doing anything wrong excuse doesn't work. So obviously you agree with these so called leaders, and think it's O.K. for this to happen. How come we the taxpayers keep taking it on the chin for these guys stealing taxpayers money. So keep your Parrot coments to yourself and quit the name calling. JD or JUDGE who ever you are.

"misapropration of funds"
Where?
List something specific, that is based on factual evidence.

Hint: Nothing Todd has 'speculated' here is factual.

Oswegosmarts,

How about information that's Court Based besides FOIAs? Like a foreclosure? How about that, want to address some of these facts?
Most of the points I have made are not published info unless you have a FOIA that has been processed.
And are you scared to think I might not be one of the Kenny buddies? Remember you guys are making the claims about me being one of the crew. Wrong answer there.

Again, besides you asking for names, what's yours?

Tim,

No sense of dealing with dim witted people in life, especially the ones that never come out to say, "Ya, there's a problem with our candidate but we are willing to forgive but not hide those facts from the voters." They would just rather hide those facts and hope no one finds out. Well to late for these guys, IT'S OVER! It's time to work for the November push for a guy that deserves the vote, Ken Toftoy. These guys are a waste of breath and time.

Hi Tim,
Do you plan on joining Jake with more insane rants. He's ranting because I called him out, and all he's got to show for it, is a bottle of "whine." Are you planning on making a claim that you have the magical lawsuit documents against the OFPD and Mike Dabney? (that's Oswego Fire Protection District - Jake) Tim, you are the only one left standing. By the way, I'm hopeful that the OFPD will provide me with the FOIA info that I requested...primarily the names of the 2 people that filed the FOIA's to smear Dabney. Will I have some fun with that? You betcha! Hint: There is more to come, and not just from that.

Stephen,

Shouldn't you be able to provide links to the claims you make if they were indeed published?
Here is a complete archive of the Oswego Ledger Sentinel. Nowhere in the entire site is your claim supported by any actual printed article or evidence;
http://www.google.com/custom?hl=en&safe=active&client=pub-7886390911929363&cof=FORID%3A1%3BGL%3A1%3BLBGC%3A336699%3BLC%3A%230000ff%3BVLC%3A%23663399%3BGFNT%3A%230000ff%3BGIMP%3A%230000ff%3BDIV%3A%23336699%3B&domains=www.ledgersentinel.com&ie=ISO-8859-1&oe=ISO-8859-1&q=toftoy+ralphs&btnG=Search&sitesearch=www.ledgersentinel.com

Sometimes I wonder if you and Todd are related, it is uncanny how you can both completely misunderstand what you read. Editorials in newspapers are not facts Stephen. Do you understand that?

Game Over! Thanks for playin' The Candidates Loser's Excuses provided by Todd Milliron, Yo-yo and the supporting crew of parrot heads repeating the same things.

Here's a little poem:

The dead horse is dead but the line is still the same.
Dabney has ruined his career and Todd claimed his name.
Youhanaie completes the circle of incompetence with friends,
and has come up with little sense that he shows to no ends.
Travis makes a great play on words
but his mind is with the rest of the collection and has gone to the birds.
But don't worry November will soon be here
and we will never have to hear from Todd and his ilk because they will soon disappear!

Thanks all and see you in November! Please somebody send me the address to the Dabney party in November. I need to send that sympathy card ASAP!

Tim, assuming you are talking about the Steak Dinner Fundraiser that Stephen refers to, The Friends to Elect Ken Toftoy placed an ad in the Countywide section of the paper. In my copy of the Oswego Ledger-Sentinel, it is on the bottom corner of page 15 of the Countywide section of that paper. I'm assuming that this section is also in the Kendall County Record and Plano Record as well. Judge Wilson is even going to serve up his "Famous Chili." This ad is right there - in black and white - next to your buddy Dan Koukol's ad.

I think this is all great. Just a few months ago, who would have thought that Toftoy would be needing to hold a fundraiser?

And how is that ad proof of a dinner at 'taxpayer expense' again?

"Just a few months ago, who would have thought that Toftoy would be needing to hold a fundraiser?"

I'm going to go out on a limb, and say anybody who has been paying even the slightest bit of attention over the last 20 years? Fundraisers happen every year a candidate is up for election. Do you even understand how this process works?
Here's the fundraiser from the last election for Ken Toftoy in 2008;
http://www.kentoftoy.com/article.asp?a=103

Seriously... you obviously have no idea what you are talking about. Everything you say can be proven wrong with about 3 seconds of searching on google. Perhaps you should start searching for the things you think are 'true', before you post them.

Very good Travis. Now where does it say Ken Toftoy is having one? Nowhere.

The ad is for a group of residents who want to elect Ken Toftoy, not Ken Toftoy himself. You wrote it in your own post... "Friends to Elect Ken Toftoy"

Do you understand why that is NOT Ken Toftoy organizing it at taxpayer expense?

Tim,

It's called delusional. It happens when the results you want so badly to happen, don't. So you begin to see things that no one else does, to fulfill a goal that was never going to happen.
Here you have now witnessed it with several individuals, Todd, Travis and Youhanaie. Three delusional people that should see publishers for their could be best selling novels.
It's useless to pass information or facts over to these indiviudals because it is a lost cause.

Tim,
Write an article for the Patch just like Todd did. Base it on facts, let it go and drive these guys up a wall. I just started my article.

Tim,
Talk about political naievity; political campaign committees controlled by the candidate are named "Friends of, or Citizens to Elect", etc. It surely is Toftoy himself. You are right, as far as I know, Ken Toftoy will not be paying for the food by the use of the Kendall County credit card, as he has done in the past at Ralph's Place. At least I am hopeful of that. As for Jake, please provide your address so I can send you a package of cheese to go with your "whine." I'll send you some blue cheese as that's the preferred cheese to put on filet mignon steaks; ask Ken Toftoy to confirm that. I do want to get it right.

Yawn.... I guess this is the best way to get hits for this video. What other narrative are you going to make up here?

Like you know anything about the functions of the Coroner's office? It shows you know little about it and all you would have to do is read state statutes and ask the people that work there. Have you?
NO.
It's easier to make delusional and baseless claims to make everyone else think you a genius and looking out for the little guy.

Your not.
Your just making up for your ambiguous life of wrong choices. So it's better to attack others in positions of leadership to give you a meaning to your life. I am not even jealous of you one bit. I feel very blessed and thankful for the things I have and I have never felt like a victim as Steve has here.

How many budgets have you proposed in front of a panel on YouTube? Zero. All of this brought to you by Todd Milliron Campaign Manager/ Financier of the Michael Dabney Campaign.

Wow 98 Comments, the debate continues. Jake & Tim, PLEASE START YOUR OWN BLOG. I look forward to when you DO START USING YOUR OWN NAMES, taking true ownership for your rhetoric. Blogging here on Patch is an easy thing to do. PLEASE DO YOUR HOMEWORK AS I DO, DO NOT FORGET TO PROVIDE THE DOCUMENATION found to back up what you state as fact, JUST AS I HAVE DONE.
I will state for the record, I AM NOT THE CAMPAIGN MANAGER for the Mike Dabney campaign. It is all I can do to finance my property taxes.
People, I have precious little time, after being a father, a breadwinner, & an entrepreneur who owns a local insurance business, I make time to blog. Please be advised I am a serviceman, not a salesman. I not selling anybody here, just educating the electorate, they will evaluate my research and my documentation, then vote accordingly. This is not about winning or losing, it is about what needs to be exposed to the sunlight of public scrutiny. Tim and Jake are content with the status quo. If both could start using their real names, we may know why? I am not, let the debate continue.
The U-Tube video should break 300 today. That’s 300 unique/individual spectators, no duplicate viewers. That counter will only move if a new reader decides to watch that video.
Another interesting fact, one of my prior blogs made it into the local Patch Election Guide http://yorkville.patch.com/topics/elections-2012
Moreover, this blog has been now pick up & posted on the Channahon-Minooka home page.

Tim is my real name. Yet again, you have no evidence to support your claim, yet ramble on with your assumption as if it is a fact. And when a video has 300 views, it means exactly that. It does not mean 'unique views'. Again, that is your assumption, and it is wrong. 290 of those views could be from Stephen. Todd, you have a severe problem with differentiating between fact and fiction. Just because you think something is true, does not mean it is. Your opinion, is not verification.

I hope this blog gets posted everywhere, so people can see the cheap political games you are playing. The more people that get familiar with your name, the more people will be able to identify who not to vote for.

Todd CAMPAIGN MANAGER for the Mike Dabney campaign,

Welcome back to reality! So as you were so busy patting yourself on the back on the things in life, how was the jury trial for you? I am sure the fiscally responsible person that you are decided to do the right thing and pay the fine, RIGHT?

No, Todd decided to drag out the seat belt violation and continue it 1, 2, 3, 4, 5, 6,.. No, 7 times for a continuance and waste the taxpayers time and money. All for something he was guilty on and could not be man enough to pay it?! Pretty good example from a guy claiming fiscal responsibility!! ;) And he decided to waste more time and make it a jury trial.
What's next, do a blog on the conspiracy of the Kendall County Law Enforcement agencies that are looking for you?

Todd, will you be so kind and pick up the tab for the taxpayers, since you are the shining example of a crusader for the taxpayer, while claiming your such an upstanding citizen? Or will this be another hypocritical moment in your life you can tell others or won't tell others?

Hi Jake,

I see that you are back with your rants. Where is your FOIA'd information on the lawsuit against the Oswego Fire Dept and Mike Dabney? Oh, that's right, you over promised, and never delivered. If a man can't keep his word, most people would take him to be useless. I am in that majority. However, I do find that you could become useful. There is way too much cheese being produced in Wisconsin, and you are in desparate need of getting some to go with your excessive "whining." Your proper name, and address please? By the way, I found out that roquefort (not bleu cheese) is the preferred topping to the filiet mignons, similar to what Ken Toftoy has been purchasing (and promised to continually do) with the Kendall County credit cards. May I send you some roquefort? Furthermore, here is an example of why Ken Toftoy deserves more pay, and more filet mignon steaks: http://www.youtube.com/watch?v=hXWTw54tWYo&feature=vmdshb

Bon Appetit

I will always stand behind someone that has gone through a "Dave Ramsey" experience in life. There is a lack of arrogance that arrives for someone that takes that journey. It can be a humbling experience. Therefor simplicity and non arrogance is a very attractive quality along with experience.
Jake I will never believe in a local coroner needing a campaign manager. That is a red flag. I do not care what you have.
Term limits, school vouchers and easy access to budgets and whom is spending are all attractive qualities to me. The tax payers need to go to work. We do not have time to chase you down.
What does one do when nobody is looking?

Peace

Taken from Tim's hyperlink:

Ken Toftoy:

"They (the County Board) don't know that I go scrape brain off of dashboards in the middle of the night," Toftoy said.

Toftoy says he understands times are tough.

"I understand there's people without work. I understand that but ask the people that are not working would they do what I do," he said.

"He said his advice to those that don't like the job he is doing is to find someone to run against him in the election."

Well Ken, that's a fine description of what you say you do, but have you not hired Tao Martinez to "scrape the brains?" The answer is yes. Not only that, Tao Martinez has been having a hospitality suite, and had a Cancun vacation wtih coroner invites, at the coroner training semiars where liquor is served. Additionally, Ken Toftoy supported Dr. Tiballi, agiainst the Republican nominee Rob Russell, in the last primary. Then, as the Democrat primary winner, Tao went around stating that he had Ken Toftoy's Support, to more than one person. Why would he say that? Because Ken didn't want to lose his ties to Tao. However, when confronted with Tao's claims of Toftoy's support, Ken backed down at the time Rob Russell asked him. Funny thing, Ke said he would not support Rob (a Republican) for election.

And this has any credibility and meaning to the race that is at hand...Why don't you give us the Cliff's Notes to War and Peace while your at it.

Still nothing sticking to the wall on the accusations just suggestions that something might be wrong and that message has failed!

Great stories that have little meaning to a failed Campaign for Todd supporting the next candidate that you can fill in the blank at a later date.

The only thing more ridiculous than you guys slinging mud at each other on this comment thread for over a week and a half is that one of you posted a link to Toftoy's 2008 election website and on the endorsements page the first name displayed as endorsing Toftoy for Coroner is that of former Kane County Coroner Chuck West. Granted the man is gone and the lawsuits have been dismissed but he will always be remembered for stealing a dead mans television and urinating on the employees chair who blew the whistle on the incident. Maybe one of you should take a break from the witty internet banter and update Toftoy's website.

Well, I recieved my FOIA request information from the Oswego Fire Dept. I requested who FOIA'd MIke Dabney's personnel file, and what was given out. The name of one of the requestors is Michael Klimek, a deputy coroner. His address is 116 Tuma Rd Yorkville, Il 60560. His phone number is 815-474-7412. His email is michaelmklimek@gmail.com. We know that Todd Milliron highlighted his double dipping for gas, and then mileage charges to a St. Louis seminar. Is this the purpose for trying to find dirt on Dabney? To get back at Milliron this way? Maybe Michael thinks so little of Mr. Toftoy that he thinks that spreading dirt on Dabney is the only way for Toftoy to win. I didn't find any dirt from the files that were provided to me; a few minor disciplinary actions of no significance. Why not contact Michael and ask him his motivations for doing this? People have accused Kendall County of being like Cook County. Here's some proof of that.

If you violate this request, legal recourse will occur. Please be advised this is the only warning you will receive.
